Education is a basic need and an essential
infrastructure for the development of human resources of the country. The
National Literacy Mission feels that literacy is an important input in the
overall development of individuals. Hence the Mission has launched the
Total Literacy Campaign ( TLC) throughout the country to eradicate
illiteracy.
With this motive, the Govt. at the Central,
State and at the District levels, the TLC project are taken up by the
District level government authorities in the different parts of the State.
To make people literates and to create awareness of various programs(
sanitation, drinking water, eradication of social evils, superstitions,
health-hygiene, birth-control, AIDS, women empowerment, conservation of
natural resources, heritage and cultural tradition etc.). The State
Resource Centre ( SRC) of NEHU with the District Council Authority
organized many programs in different districts of Meghalaya.
Keeping
these objectives of TLC in mind, the Jaintia Hills District Literacy
Council ( JHDLC), Jowai, formulated the TLC project in March 1995 with the
Mission to eradicate illiteracy among the people in the age-group of 9-45
years. The TLC was launched in 147 villages covering only 17.47%
illiterates.
The study materials for the neo-literates (
enrolled learners male and female) were called the Improved Pace Content
Learning ( IPCL). To accelerate literacy drive in Jaintia Hills district
some non-formal educational institutions, voluntary organizations and
NGO's are also involved in the TLC program. The existing centers of Rural
Functional Literacy Project( RFLP), State Adult Education Project ( SAEP),
Anganwadis, Mahila Samities and other voluntary organizations are also
working to promote literacy rates in the district.
National Informatics
Center-Jowai Unit has played and is still playing a very important role in computerizing
the TLC and Post TLC data's for report generation for future usage.
